摘要：

基于灰色系统理论，选取2003～2012年的统计数据为研究对象，对山东省农业生产总值与各农业生产部门产值进行关联分析，并运用GM（1，1）模型预测山东省农业总产值及各部门产值未来5年的发展情况；同时也对相关预测值进行灰关联分析，比较实际数据的关联度与预测值关联度的异同，深入分析其发生变化的原因；提出不断发挥种植业、牧业、渔业的已有优势，因地制宜加快林业发展，加强对农业生产性服务业的扶持力度等几点建议。

Optimization Research on Agricultural Industry Structure

in Shandong Province Based on Gray System Theory

AbstractBased on gray system theory， the correlation analysis of gross output of agriculture with the output of its 5 departments in Shandong Province were conducted taking the statistic data from 2003 to 2012 as research object， and their development in the next five years was predicted by GM（1，1） model. The predicted values were also analyzed by gray correlation analysis. The differences in correlation degree between predicted and practiced values were analyzed， and also the causes. Finally， some proposals were put forward： the existing advantages of planting industry， animal husbandry and fishery industry should be constantly played； the forestry development should be sped up by adjusting measures to local conditions； the support to agricultural producer service industry should be strengthened.

农业产业结构是农业各生产部门之间的比例及相互关系，根据不同的划分方法有不同的划分层次，在不同的发展时期所包含的内容也不尽相同。改革开放以前，我国的农业生产主要以种植业为主，经过改革开放之后的不断发展，农、林、牧、渔业产值的比重由1978年的82.9∶1.8∶11.9∶3.4转变为2002年的56.2∶1.9∶27.7∶14.2。随着农业生产结构的调整，农业生产的产前、产中、产后服务逐渐发展起来，到2003年，农林牧渔服务业产值被划归为农业总产值统计口径中的一部分 [1] 。本文将农业产业结构界定为农业、林业、牧业、渔业以及农业生产性服务业五个子系统的比例及其相互关系。

农业经济系统中的农业总产值以及各生产部门的产值是确知的，但具体是哪些因素影响了它们相对发展变化的大小和速度是模糊的、不可测的，这符合灰色系统理论的前提条件。……
