科学评估·出谋划策·助力“湖北梦”——《“五个湖北”发展研究报告(2013)》评述

科学评估·出谋划策·助力“湖北梦”——《“五个湖北”发展研究报告(2013)》评述

2012年6月20日湖北省第十次党代会提出了建设“五个湖北”,即“富强湖北”、“创新湖北”、“法治湖北”、“文明湖北”和“幸福湖北”。“五个湖北”在湖北社会各界已经形成共识,并提炼为“湖北梦”。在全国人民为实现“中国梦”而努力奋斗的同时,湖北人也正在实现“湖北梦”的征途上奋勇前行。为了研判2013年“五个湖北”建设所取得的成就,以及今后将如何加快“五个湖北”建设步伐,湖北区域发展研究院编写并出版了《“五个湖北”发展研究报告(2013)》(以下简称《报告》。《报告》的正式出炉为湖北各界了解一年来“五个湖北”建设的情况提供了重要参考。《报告》分为两个部分,第一部分是“五个湖北”建设评估报告;第二部分是“五个湖北”建设专题报告。现对其内容和作用做如下评述。

一、《报告》以“湖北梦”为统领,科学评估了“五个湖北”建设

“五个湖北”建设的“湖北梦”是湖北人民着力湖北发展的动力,是引领湖北人民团结奋进的目标,是湖北人民迸发正能量的源泉。因此,只有科学评价“五个湖北”建设,才能更加激发湖北人民实现“湖北梦”的激情。为了实现这一目标,《报告》客观地评估了“五个湖北”建设的进程。

一是建立了科学的评价指标体系。如何评价“五个湖北”建设,《报告》没有采取一般性的描述或笼统的数据罗列,而是在一定原则基础上,建立了自己一套独特的评价指标体系。建立一套科学评价体系评估“五个湖北”建设,可以避免评估中可能发生的臆想和主观的错误。

二是运用了实证的分析评估方法。科学的分析评估方法是得出科学结论的重要保障,《报告》对“五个湖北”建设的评估采用了实证分析法。首先是对评价指标原始数据分析,包括例举湖北省各地区的单项指标;对湖北省各地区评价指标进行描述统计,分析平均值和标准差。其次是构建评价指标综合模型,并进行相关验证,得出湖北各地区“五个湖北”建设的单项指标排名和综合指标排名,从排名中可以清楚地得知湖北各地区对“五个湖北“建设的贡献情况。

三是对评估结果进行了中肯分析。《报告》不仅对“五个湖北”建设的每一项建设评估得出了评估结果,而且对评估结果进行了中肯的分析,并且提出了相应的政策建议。例如,在“法治湖北”建设中,同样作为副省级城市的宜昌市和襄阳市,宜昌市在全省排名第二,而襄阳市排名第五。《报告》认为襄阳市排名落后于宜昌市的主要原因出在行政审批程序以及结案率等项目上,因此,提高工作效率、推进依法行政以及司法改革应当成为法治工作的重点。由此可见,《报告》为湖北各地区积极推进“五个湖北”建设指明了方向和出路。

二、《报告》以“两个发展”为重点,研究推进“五个湖北”建设

针对湖北是旅游大省和农业大省的现状,《报告》重点从如何发展旅游业,把旅游业做强做大,以及如何发展农产品加工业的角度探讨了加快“五个湖北”建设的问题。

旅游业是一个既可以富省也可以富民的产业,但是湖北旅游业只大而不强,还不能真正实现这两大目标。《报告》通过数据分析认为,湖北旅游市场具有总量优势明显、增量发展较快、实力大大增强、资本结构改善和经营效益提高五个特征。然而由于湖北旅游企业发展的思路和轨迹不清晰、资金积累和融资困难以及旅游项目建设用地受限等因素的影响,严重制约了旅游业做大做强。为了做大做强湖北旅游业,《报告》认为要加快旅游产业重点基地建设,引导旅游企业实施集团化经营;积极推挤旅游企业的上市融资进程,引导设立旅游业发展促进基金以及建立健全旅游企业发展激励措施。

湖北是农业大省。“五个湖北”建设的关键是农业发展、农村繁荣、农民富裕。“湖北梦”能不能实现关键是要看湖北的“农村梦”能不能实现。因此,发展农业,特别是发展农产品加工、延长农产品产业链,是繁荣农村经济、增加农民收入的重要途径。《报告》就农产品加工业的发展做出了一份严密的调查报告。《报告》认为湖北农产品加工业在各级政府的大力支持下已经获得了较大的发展,但是依然面临着缺乏行业领军企业、引领深加工和精加工的龙头企业不多、品牌影响力不够等问题。然而《报告》深信湖北发展的“黄金十年”将是农产品加工业发展的重要战略机遇期。为此,湖北要积极打造一批在中国具有影响力的农产品加工龙头企业,强化品牌建设,加快农产品加工集聚集群;加快科技创新,提升农产品科技含量和附加值;完善管理服务体系,健全农产品加工工作推进机制。

三、《报告》以“三个战略”为契机,研究加快“五个湖北”建设

“两型社会”、“武汉国家中心城市”和“中部地区重要战略支点”这三个战略为“五个湖北”建设提供的重要契机。

“两型社会”即资源节约型和环境友好型社会,其核心是通过资源的有效配置和高效利用,加强生态建设和环境保护,构建经济、社会、环境协调发展的社会体系,实现经济社会可持续发展,这将必然增强“五个湖北”发展和建设的后劲。为此,《报告》对如何加快“两型社会”建设进行了深入的探讨和解读。

世界上很多国家都很重视国家中心城市建设。近几年来,我国也非常重视国家中心城市建设,国家已经确立了将武汉打造为国家中心城市的战略目标。武汉国家中心城市的建设将是武汉的一次革命性的蜕变,不仅会提升武汉的创新能力、可持续发展能力、城市综合管理能力等,而且将会大大增强武汉对其周边地区的辐射能力,武汉也将会成为湖北其他县市学习榜样。这将必然加速“五个湖北”建设的进程。因此,《报告》就武汉国家中心城市建设中存在的问题作了详尽的分析,并提出了针对性的政策建议。

国家在实现中部崛起战略的同时,要求把湖北建设成中部崛起的重要战略支点,其实质就是要求湖北发展快一点、在各个方面都成为中部地区各省的“领头羊”,这充分表明了中央对于湖北建设和发展的重视。在中央的大力支持下,湖北省委省政府正在带领湖北全省人民群众精神饱满地为建成“重要战略支点”而奋斗,努力建设一个不同往日的湖北。《报告》为此提出了操作性较强的举措。

四、《报告》资料丰富,是湖北学术界研究“五个湖北”建设的重要参考

《报告》资料十分丰富,首先是《报告》的评估部分得出的许多评估结论。如,2013年湖北各市、州、林区“富强湖北”、“创新湖北”、“法治湖北”、“文明湖北”、“幸福湖北”建设中指标群综合评分和综合排名对学术界在研究“五个湖北”建设时具有重要的参考价值。其次是实证分析的研究方法。研究方法是《报告》的一大创新,没有采取以往其他研究报告定性分析的方法,而是大胆采用了实证分析的研究方法,通过模型的整合和验证,得出了严谨的科学数据,更精准地表现了“五个湖北”建设所取得的成就。此方法对学术界研究“五个湖北”建设具有一定的借鉴意义。

五、《报告》评估科学,是湖北各级党政主要领导了解“五个湖北”建设的窗口

《报告》以科学的评估指标体系、科学的方法,得出了湖北各地市州在“五个湖北”建设中的排名。湖北各级党政领导通过《报告》可以了解本地区在“五个湖北”建设中的进展情况。较为落后的地区从《报告》中肯的对比分析中,可以寻找自己落后的原因,从《报告》具体的政策建议中,结合本地区的实际情况,选择适合本地区的措施,实现在“五个湖北”建设中的追赶和超越。因此,《报告》不仅为湖北各级党政领导提供了了解“五个湖北”建设的窗口,而且对今后的发展和建设还有一定的指导作用。

总之,《报告》以科学评估、出谋划策、助力“湖北梦”为重要原则,一定能为“五个湖北”建设尽绵薄之力。我们也希望早日建成“五个湖北”,实现千万湖北人的“湖北梦”。

If life can be divided into three stages,then the“out”within“out of Ti”,stated in The Analects of Confucius,can be seen as the hinge point between our life’s first and second stage,the period probably between eight to ten years old. It plays a decisive role in the process in which one becomes a rational person who has practical reasoning power. The“Ti”among brothers bridges the gap between childhood or teens and“adulthood”,which means that a person’s self has been established,and that is to say,one has the ability to carry out corresponding virtues in terms of different roles. Brotherhood relationship contains its primordial equality and justice,whose scalability usage has some positive meanings. It requires,however,some particular social mechanism to protect the positive value in brothers ethics.

Analysis on the Literary Features of ZHANG Wei’s Writing as an Insightful Thinker

Zhang Wei is an important thinking writer in Chinese contemporary literary world,who has serious speculation on problems concerning ethnics,history and humanity,etc. During the process of his creation,he has formed his distinguishing feature. Zhang Wei’s thoughts contain three aspects,namely,advocating natural view of life,holding the ideas of justice and morality as well as pursuing an artistic view of sincerity and poetry. These thoughts have a close relationship with his life experiences,and also reflect his acceptance of premium cultural resources from both east and west. The depth of Zhang Wei’s thoughts makes him a top-notch writer at different literary trends throughout history and enables him to exceed actual living conditions and realize a far-reaching and more general concern for human kind by strong individual criticism of modernity and reconstruction of ethics. Certainly,Zhangwei’s thoughts also have deficiencies,such as a lack of critical strength. As a result,its historical value remains to stand the test of time.

Study on the Intransitivizing Development of Ancient Chinese Verbs from the Perspective of Changing Valence

The paper makes a distinction between semantic and syntactic valence,and lists valence-increasing and valence-reducing constructions in ancient Chinese. On this basis,it points out that valence-increasing and valence- reducing merely alters syntactic valence rather than semantic valence in general situation. However,there are two exceptional cases in which both semantic and syntactic valence can be changed,namely detransitivization and transitivization. By the examples of the diachronic development of transitive verbs,this paper proves that:(1)Some transitive verbs have been intransitivized while the others maintain the usages of transitivizing. Precisely speaking,the transitive verbs have been divided into two parts.(2)The intransitivizing procedures of different transitive verbs are not in accordance with each other. Some transitive verbs intransitivize earlier whereas some become later. Their eras of becoming intransitive are also not exactly the same.

On HU Linyi as Hubei Governor and His Reform in Hubei Officialdom during the Late Qing Dynasty

Hu Linyi is one of the three greatest tycoons in Xiang Army or Hunan(Province)Army in the late Qing Dynasty. He is also one of the representatives of the progressive party and Science Jingshi School in modern landlord class. During his seven years’governance in Hubei Province,he has taken remarkable measures in various facets,such as the administration of local officials,personnel placement,fianance management and institute initiation,the reform of Hubei officialdom in the late Qing Dynasty,in particular,turns out to be effective. It is said that he has turned“E,or Hubei Province,the most ragged province in the world,into the most prosperous and strongest one.”Hu Linyi is an honest and upright officer,watching out for corruption,punishing embezzelment,advocating honest and clean government and discriminating in one’s rewards and punishments. He has revealed and criticized official malpractices time and again. From his perspective,clean and fair administration of local officials constitutes the crucial hinge to China’s survival or perishment,therefore,he has devoted major efforts to its reform and rectification during his term of office as the governor of Hubei Province,which has far-reaching referential significance historically.

On the Realization Approach of the Judicial Treatment on the Alienation of Science and Technology

Nowadays,the alienation of science and technology becomes increasingly intense with the accelerated development of science and technology,therefore,its regulation has been one of the major tasks we must face up to. The judicial treatment is an indispensable method and means to the regulation of the alienation of science and technology. Its complex nature calls for the following measures,namely the inversion of the evidential burden,the appropriate application of expert demonstration,the application of the principle of no-fault liability in the identification and investigation of legal liability for the tort resulting from scientific and technological behaviors and the development of public-interest litigation.

On the Guarantee Scope of National Basic Public Cultural Service Based on Citizens’Cultural Rights

Defining the guarantee scope of national basic public cultural service is the fundamental prerequisite for the formulation of national guarantee of basic public cultural service standard. The authors harbor the idea that citizen’s basic cultural right is the legal basis for government to provide basic public cultural service. In addition,the authors also put forward general principles with which the definition of the guarantee scope of national basic public cultural service should be in accordance,namely,publicity,fundamentality,inclusiveness,consensus,non-repetition and local characteristics. On its basis,the authors define the items and contents of the guarantee scope of national basic public cultural service with citizens’cultural rights as their orientation.
