“渝新欧”铁路联运:打通中国西向通道

2014年12月29日,本年度“渝新欧”国际铁路货运专线发出的第100班去程班列由重庆团结村中心站开往德国杜伊斯堡,标志着这条贯穿新丝绸之路经济带的国际铁路联运大通道迎来发展新阶段。此前,已有铁路班列载着248辆汽车整车从重庆果园港铁路站场出发,沿着铁路专用线驶入“渝新欧”国际铁路联运大通道,发往欧洲各国。“渝新欧”国际铁路与长江黄金水道的“最后一公里”自此通行。

“渝新欧”铁路2011年正式开通,全长11000公里,经新疆阿拉山口(霍尔果斯)出境,进入哈萨克斯坦、俄罗斯、白俄罗斯、波兰,至德国的杜伊斯堡,历时14~16天,运行成本为空运的五到六分之一,比长江水运加海运的时间节约30到40天。而“渝新欧”班列自开行以来已累计开行230多班次,货物运输总量约2万标箱,进出口贸易额68亿美元,占经阿拉山口出入境中欧班列的80%以上,其中回程班列20多班,居中欧班列第一位。随着货运班列数量的提升,运费成本将进一步降低,相比海运的优势将更加明显。

作为“一带一路”建设的重要支撑通道,“渝新欧”国际铁路联运大通道在多方面取得突破。在班列开行方面,由开通之初的专列模式转向公共、固定班列模式,增加开行频率,优化运输时间;在回程货源方面,重庆汽车整车进口口岸的获批为“渝新欧”回程班列提供了新的货源品种和货量增长极,奔驰、宝马、大众等欧洲名牌整车可通过“渝新欧”班列运到国内;“渝新欧”还成功开展了重庆到哈萨克斯坦阿拉木图的国际段试运邮。

一端连着欧盟经济中心区域,贯穿丝绸之路经济带;另一端连着长江经济带,并通过“铁海”联运延展到海上丝绸之路,“渝新欧”国际铁路联运大通道打通了中国西向通道,成为“一带一路”建设的重要基础和支撑。

A train loaded with 248 automobiles departed from the Guoyuangang Railway Station of Chongqing on the 28th of December 2014,and drove on the Chongqing-Xinjiang-Europe International Railway,products in which would be delivered to the European countries.The Chongqing-Xinjiang-Europe International Railway finally connected to the Yangtze River Golden Watercourse smashing the “last mile”bottleneck.

The 100th train of the Chongqing-Xinjiang-Europe Railway freight line left the Tuanjiecun Central Station of Chongqing for Duisburg of Germany on December 29,2014,signifying that the international multimode transport passage along with the new Silk Road Economic Belt brushed a new chapter.

It links with the EU’s economic centre and goes through the Silk Road Economic Belt on one side and the Yangtze River Economic Belt on the other,by which it reaches out to the maritime silk road.The Chongqing-Xinjiang-Europe International Railway channeled to the western China and became an integral part of “One Belt and One Road”program.

Since its inception in 2011,the Chongqing-Xinjiang-Europe International Railway,11,000 km long,extends to Huo’erguosi of Xinjiang,enters into Kazakhstan,Russia,Belarus,Poland,and reaches Duisburg,lasting 14-16 days,costs of which are about one fifth/sixth of aviation transport,and saving nearly 30 to 40 days than shipment through the Yangtze River and the oceans.

Known as an important support to the “One Belt and One Road”program,the Chongqing-Xinjiang-Europe International Railway achieved major milestones in many respects.As for train scheduling,it was converted from chartered train to public and fixed-schedule one with intensified frequency and optimized time;as for sources of cargo for the return train,Chongqing Automobile Port was approved to provide new sources of cargo,the well-known European brands e.g.Mercedes Benz,BMW,and Volkswagen can be shipped to China via the train;also a trial of post shipment between Chongqing and Almaty of Kazakhstan was successfully undertaken.

It’s said with increase in the number of cargo trains,transport costs will be further cut,strength of which will become evident in comparison with ocean shipping.

Statistics illustrated that,since the launch of the Chongqing-Xinjiang-Europe Railway,more than 230 trains were run,and around 20,000 standard containers of cargoes were delivered,imports amounted to $6.8 billion,accounting for more than 80% of the Sino-Europe trains via Alataw Pass including more than 20 return trains,and taking the first place.
