重庆高新区于1991年3月经国务院批准成立，是首批5个国家综合改革试点开发区，先后被评为全国先进高新区、国家级软件产业基地、高新技术产业标准化示范区、国家生物产业基地、高技术服务基地和科技兴贸创新基地。

重庆高新区位于重庆都市发达经济圈核心区、成渝经济区重庆主城门户，是重庆发展高新技术产业和改造提升传统产业的重要基地。高新区主要由东、西两大部分组成，其中：东区20平方公里居重庆都市功能核心区，扼渝中半岛咽喉要地，商埠云集，经贸繁荣，极具产业集聚辐射先天优势；西区53平方公里位于重庆都市功能拓展区，紧邻重庆大学城、微电子工业园和中国内陆最大的西永综合保税区，地势平坦，生态秀美，是重庆不可多得的投资战略要地。

经过二十余年的发展，高新区已形成良好的产业基础、较强的科研实力和完善的配套体系，站在了加快提质转型、推进跨越式发展的“三次创业”新起点。按照“高水平规划、高速度建设、高品质发展”的要求，高新区积极融入“一带一路”和长江经济带发展国家战略，依托渝新欧国际铁路联运大通道和长江黄金水道等优势，坚持以增量调结构、以创新促发展，加快推进“一基地两中心”建设发展，即：西区打造国家级综合型高新技术产业基地，依托电子信息产业园、生物医药园、高端装备制造园、现代商贸物流园、研发总部园等专业园区，大力发展石墨烯新材料、电子信息、生物医药、高端装备等先进制造产业及现代商贸物流产业；东区打造石桥铺、二郎两大高技术服务中心，主要发展以软件及信息技术、研发设计、电子商务、总部经济、成果转化、科技金融为主的高技术服务产业。

预计到2016年，高新区将实现规模以上工业总产值600亿元、商品销售总额1500亿元，新增培育高新技术企业200家和科技型企业1000家，建成国内技术领先的检测检验服务聚集区，以及西南地区最大的科技交易市场、最具影响力的国际科技企业孵化器，为重庆市创新创业发展发挥重要的示范带动和聚集辐射作用，基本建成全市的自主创新战略高地、新兴产业核心载体和科学发展示范窗口。
