Current Situation, Countermeasure and Suggestion for Development of Potato Industry in Anding District

Abstract: Anding District has a rich resource of high-quality potatoes and is one of the three most suitable potato cultivation regions in China because of its unique natural conditions.After 20 years nurturing and development of the potato industry, the planting area had stabilized and industrial system was improved, and the development was in a virtuous circle. However, how to make the industry bigger, stronger and go further is still a big problem. Based on the current situation and analysis, it is proposed that the level of standardization of a potato base and the certified seed potato rate should be continuously improved, service system should be perfected, storage should be expanded, deep processing should be enhanced, and the brand awareness should be increased in order to promote the transformation and upgrading of the potato industry and make the potato industry health and sustainable development.

定西市安定区是甘肃省中部典型的干旱半干旱地区，素有“苦瘠甲于天下”之称。改革开放后，定西市安定区各级党政班子转变观念，逆向思维，通过对比算账，一致认为安定的气候和土壤更适宜种植抗旱、寒、雹等各种自然灾害的作物，种植秋季作物比夏季作物稳产、种植地下块茎作物比地上茎秆作物稳产，特别适宜种植马铃薯、畜草等小旱不减产、大旱雹打不绝收“铁秆庄稼”。定西市安定区的自然条件与属于地下块茎秋田作物的马铃薯的生长习性基本吻合，是种植马铃薯的理想区域。在定西市安定区种植马铃薯，正常年景大增产、灾年不绝收，产量变化为22.5~52.5 t/hm 2。定西市安定区不但适宜种植马铃薯，而且有明显的比较优势。种植马铃薯，既能解决农民口粮不足的问题，也能解决农民增收难的问题。

1　安定区马铃薯产业发展现状及成效

马铃薯在安定区种植历史悠久，1995年以前，马铃薯种植主要以农民自发为主，几乎是家家种植、顿顿皆食，全区种植面积在1万hm 2左右，总产量在6万t左右，自从1996年，定西县委、县政府提出“洋芋工程”以来，各级政府加大了对马铃薯产业研发指导，严格按照“集约化、规模化、产业化”发展，努力推动生产和经营方式的转变，种植规模逐年扩大。特别是近几年，安定区马铃薯产业紧盯打造“中国薯都”核心示范区为目标，坚持抓两头（种薯扩繁、精深加工）、带中间（品牌营销）、促提升的发展思路，全面抓好马铃薯良种繁育体系建设，标准化生产技术推广、贮藏设施建设，为不断推动马铃薯产业转型升级打下了坚实的基础。……
