It is an appropriate choice to create the BRICS New Development Bank， because it signifi es reorganization of the international economic and monetary system， which obviates over-dependence on the U.S. dollar. The new bank will consolidate the fi nancial independence of several states and stimulate the economic revival of many developing countries， especially in Africa.

The BRICS nations command great force. I advise them to cooperate with the Community of Latin American and Caribbean States（CELAC）， as the New Development Bank， a fruit of the Brazil meeting， is part of its endeavors to promote peace， progress， and peaceful cooperation among nations.

The city was formerly one of great importance at the starting point of the ancient Maritime Silk Road.
