摘 要 总结湛江农垦在落实一事一议惠农政策的做法和体会：一要加强领导，完善制度，提高顶层设计能力；二要强化宣传，抓好培训，增强项目执行能力；三要理清思路，分清职责，及时解决项目实施中的问题；四严格执行民主议事程序；五强化项目管理，务求项目实效。

一事一议财政奖补是加强农业基础建设，统筹城乡发展，促进城乡公共服务均等化的重要举措，是深化农村综合改革的一项重大制度创新，促进了社会主义新农村建设。国有农场基层单位公益事业建设一事一议财政奖补工作2011年在湛江垦区各国有农场基层单位正式开展，4年来，湛江农垦按照《农业部关于中央直属垦区国有农场基层单位公益事业建设一事一议财政奖补实施方案》等政策要求，结合省农垦总局“推进农业现代化、打造跨国大集团、建设美好新垦区”的战略部署，将一事一议公益事业建设项目与垦区产业发展、改善民生的目标结合起来，立足农场生产与建设实际，加强领导，务实创新，民主管理，扎实推进，项目建设取得了良好的效果。

1 加强领导，完善制度，提高顶层设计能力

为加强对国有农场基层单位公益事业建设一事一议筹资筹劳和财政奖补工作的组织领导，湛江农垦局成立了国有农场基层单位公益事业建设一事一议筹资筹劳和财政奖补工作领导小组。领导负责制层层落实，主要领导亲自挂帅，各部门负责人为领导小组成员。……
