进入21世纪，科学技术迅猛发展，国际细化分工不断强化，经济全球化趋势日益强烈。由于科技产业结构的转变，社会对高技能应用型人才的需求不断增加，对其质量也有了更高的要求。中等职业教育显然是不能具备培育职业精英这一能力的，因此，职业教育就必须发展高等职业教育。然而，高技能应用型人才的培养是一个系统工程，更是一个循序渐进、由低级到高级的过程，它对基础生源的要求有别于普通高等教育——它要求基础生源既要有一定的文化基础又要有相应的专业知识和技能，而中等职业学校的毕业生基本符合此要求。中等职业教育与高等职业教育衔接，促使职业教育毕业生在文化基础知识、专业理论水平和专业实践能力等方面长效发展，不但能够解决中等职业教育再度提高问题，从而促使整个职业教育体系的不断完善，同时也为高等职业教育提供理想的生源。
