摘 要 数字图书馆是顺应时代需求的产物，其基本职能和属性，即收集、整理、传播信息的功能并未发生改变，但作为社会公共信息文化基础设施，数字图书馆充分实现和发展了其社会职能，不但是信息基础设施的一部分更是社会文化基础设施不可或缺的组成部分。作为社会文化事业的数字图书馆，对于数字文化的传播与发展起到了不可替代的作用。

Initial Search on the Role of the Digital Library as a Social Cultural Undertaking

Abstract The digital library is the product to conform to the requirements of the times， and its basic functions and properties， namely to collect， collate and disseminate information， have not changed. But as a social and public cultural infrastructure， digital library fully developed and realized its social function. It works not only as the information infrastructure， but also as an integral part of the social and cultural infrastructure. As a social and cultural undertaking， Digital library plays an irreplaceable role in the spreading and development of the digital culture.

目前，学界普遍认为数字图书馆并非一个或多个实体机构，而是一种采取新型管理模式的基于网络信息资源的虚拟图书馆，即是一种信息资源环境。同时，数字图书馆更是当前社会信息文化基础设施建设不可或缺的一个重要组成部分。那么，具体何为“数字图书馆”？数字图书馆是一门全新的科学，亦是一项全新的社会事业。数字图书馆能够为用户提供快捷、高效、方便的信息服务，它表现为一种新型信息资源组织和信息传播服务[1]。

1 数字图书馆是社会进步发展的必然产物

从哲学角度讲，新事物是指符合事物发展的客观规律和前进趋势、具有强大生命力和远大前途的事物。任何一种社会变化都是有缘可循的，必然与其当时的社会因素紧密联系而存在的。数字图书馆即是在科技进步、网络普及、社会信息化呼唤的大环境下顺应时代产生的新生事物。现代图书馆的贫民化和开放运动、美国钢铁大王卡内基对公共图书馆的塑造、当前学术领域的开放存取运动[2]、“图书馆权利”运动等各种“斗争”不断碰撞，使得图书馆事业不断得到深入阐释。……
