摘要

为了优化河北省枣产业市场结构，促进河北省枣产业发展，运用哈佛学派SCP分析范式，从枣产业市场集中度、产品差异、市场壁垒3方面入手分析河北省枣产业市场结构。结果表明：枣产业市场集中度较低；产品差异化程度较低；粗加工企业进退壁垒低，精深加工企业进退壁垒高。据此提出优化枣产业市场结构的对策建议：扩大枣产品生产供给能力，推动枣产业集群发展；大力推进品牌战略，提高产品差异化程度；提高枣精深加工能力和核心竞争力；出台激励政策，完善质量检测体系。

The Market Structure Research of Jujube Industry in Hebei Province

Abstract In order to optimize the market structure of jujube industry and promote the development of jujube industry in Hebei Province, using the SCP analysis paradigm of Harvard School, the market structure of jujube industry was analyzed from the market concentration, product differentiation, market barriers. The results showed that the market concentration of jujube industrial, product differentiation, retreat barriers to roughing processing enterprise are low, retreat barriers to deep processing enterprise is high. Finally, countermeasures for optimizing jujube industry market structure were put forward: expanding supply capacity, promoting the development of industrial clusters; vigorously advancing the strategy of brand, improving product differentiation; improving jujube deep processing capability and core competitiveness; introducing incentives policy, perfecting the quality inspection system.

河北是全国枣生产的重点产区，枣产业是河北省农村经济发展的重要支柱产业之一。河北省枣树种植面积29万hm2，年产量占全国的25.4%，位居全国第一。但是，随着农业产业结构升级和调整，2013年枣产量增长率比2003年下降了15.81%，枣加工率仅为23%。品种结构失调，枣品牌影响力正遭受来自山东、新疆等枣产业发达省区的威胁。枣产业结构问题直接制约了枣产业竞争能力和盈利能力。1970年哈佛学派提出了产业组织理论中重要的分析方法——SCP范式［1-3］，按照SCP范式理论，认为市场结构决定市场行为，而市场行为决定市场绩效。……
