摘要：随着改革开放的不断深化和市场经济体制的逐渐完善，我国工程造价管理体制正在随之发展和完善，但并未形成对工程建设全过程的动态的工程造价管理，目前较多看到的还是一些相互独立开来的各个建设阶段的造价管理，由于它们“条块分割，彼此互不关联，所以我国工程项目造价管理的水平还呈现在非常不合理的现象，近几年来如火如荼发展起来的、依托工程建设监理进行项目工程造价管理就应运而生了。

关键词：工程造价；监理工程师；工程设计；控制成本

1、工程建设监理无力对工程造价进行控制

由于监理的特殊身份，决定了其行为的客观性、科学性，决定了其实施投资控制的合理性、有效性。 建设监理制作为科学的建设项目管理方法, 主要是以国家政策、技术规范、定额、合同等为依据, 全程控制设计过程和施工过程的投资、工期和质量, 确保三大目标的实现。。据有关统计资料显示，我国目前实施监理的工程中，真正开展项目投资控制的不到30%，也就是说，大部分工程项目的造价管理的工作还是落在建设单位（业主）身上。这显然是令人费解的，因为一般建设单位不熟悉工程知识，也很少了解工程进展过程中各种技术经济关系，往往只会从财务角度审核工程开支或仅从数字上来审核工程费用，很难有效控制项目资金的正确使用，而工程建设监理作为项目建设全过程的见证人和专业的工程微观管理者，具有丰富的工程建设和管理经验，把监理工程师排除在项目投资控制工作之外，实际上建设单位（业主）聘请工程建设监理就失去了最根本的意义。……
