摘要：目前，企业采购工作中普遍使用的方式之一是招标采购，它有着竟争性强、透明度高、程序规范、采购物资性价比高等特点。在我国，招标采购的方式是采用政府采购和利用外国政府贷款。改革开放后，计划经济体制不断改革，社会主义市场经济体制逐步建立，政府采购主要是指财政性资金，通俗地讲就是预算资金。在目前国家体制下的招标行业的背景下，本文试论外国政府贷款的优势和缺陷。

Abstract: The way of bidding is the use of government procurement and use of loans from foreign governments. After the reforms of the planned economic system continuously reform, the socialist market economic system was gradual established, government procurement mainly refers to the financial funds, it simply is the budget funds. 采购（purchasing），是指企业在一定条件下从外部市场获得所需的产品或服务，并将之作为企业生产所需的资源，以此来确保企业的正常经营与生产的一项活动综合。招标采购，是指采购方作为招标方，在采购前提出采购的各种条件与要求，之后邀请众多预采购企业参与投标。之后，采购方依照一定的程序及标准，从所有的投标企业中一次性的择优选择预采购方，与提供最有利条件的投标方进行采购活动的一种市场交易行为。

招标采购有其遵循的基本程序，以政府招标采购为例，招标的基本程序为：①采购方编制采购计划，上报采购审核部门进行审核、批准；②审核部门与招标代理机构签订委托手续，对招标方式进行确定；③被委托方进行必要的市场调查，之后与采购方对采购项目进行确认，并编制招标文件；④被委托方发布招标公示或者招标邀请函；⑤出售招标文件，对潜在的投标方进行资格审查；……
