摘要：隨着市场经济体制建设及工程招投标机制的不断完善，之前各个分散的市政工程市场开始融为一个整体，这使得市政工程市场的竞争变得更加激烈。针对市政工程在强化工程质量意识、落实质量责任制、加强诚信建设及提高企业信誉对工程公司的直接影响等基础上，努力探索市场经济体制下的市政工程经济管理新形势、新特点、新要求，以期对市政工程管理建设的进步起到推动作用。

Abstract: With the market economy system and constantly improve engineering tendering and bidding mechanisms, before various the decentralized municipal engineering market began to melt as a whole, which makes the municipal engineering market competition becomes more intense. For municipal works to enhance the project's quality awareness, the implementation of quality responsibility system, strengthen the integrity of the building and enhance their credibility directly affect the engineering company on the basis of, municipal engineering efforts to explore the market economic system under the new situation of economic management, new features and new requirements in order to play a catalytic role in the municipal engineering construction progress.Key words: municipal engineering; economic management risk; precautions

市政工程经济管理的现状

从改革开放确立市场经济体制以来，社会主义经济建设在法制的轨道有条不紊的运行，并取得一个个突破。随着市场经济的不断发展，作为市场主体之一的市政工程在投资和管理方面也在改革的大潮中应时而动，但问题总是在发现中解决的。近年来，市政工程经济管理还存在一些问题。

1、市场管理方面的存在的问题

市政工程都是大型工程，它的投资建设关系到政府在公众心中的形象问题。许多市政工程的建设单位一般都是当地建设行政主管部门或其授权(委托)的单位。这就存在投资建设主体不按市场经济体制进行经济建设活动的隐忧。他们可能依仗自身的权力，不执行基本建设程序,不执行项目法人制、招投标制、工程监理制、合同管理制。甚至有的工程开工多日还没有签订正式施工合同、监理合同，办理规划许可证、工程质量监督手续和施工许可证,检查时才补办,时常出现 "三边程"。……
