摘要：招标投标作为一种有序的市场竞争交易方式和规范选择交易主体、订立交易合同的法律程序，其行为后果直接会影响工程建设项目的实施，招标采购虽仅仅是项目全过程中的管理工作之一，但它的风险会影响整体项目的成功，因此在招标投标阶段进行招标采购的风险管理是极其重要的，而对风险的识别及对策又是整个招标采购过程风险管理成功的基础和关键。

一、招标采购风险管理的概念

招标采购风险是指在招标采购过程中由于各种意外情况的出现，使招标采购的实际结果与预期目标相偏离的程度和可能性。

招标过程事实上就是买卖双方的博弈过程，始终存在着信息不对称的问题，在这个阶段不同的利益主体在决策时相互影响和作用。对于招标方来说，由于信息不对称对投标方的信息掌握的不完全，其主要风险来自于投标方的行为，目前主要控制风险的手段是通过评标和签订采购合同来控制风险。另一方面，招标人的行为规范，意志和价值观不统一也是重要的风险，对此应从招标人的内部管理及办事程序上来控制风险。招标采购“项目”虽仅是项目全过程中的管理工作之一，但它的风险会影响整体项目的成功，这也就是要进行招标采购风险管理的目的所在。

招标采购风险管理是对招标采购中有关环节上的外部或内部风险予以识别，并对其风险作出定性或者定量的衡量和评估，在此基础上探讨和研究风险规避、防范及应对措施，达到控制或减少各种意外损失，实现招标采购预期目标的活动。……
