摘要：建设工程质量不仅关系工程的适用性和建设项目的投资效果，而且关系到人民群众生命财产的安全。随着我国现代化建设事业的蓬勃发展，建设规模不断扩大，每年投资建设的各类工程项目达十几亿平方米，一旦发生工程质量问题，会直接影响公共利益和公众安全，因而，建设工程质量越来越成为人们所关注的热点。关键字：工程质量;质量监督;项目管理

Abstract: the quality of construction works not only related with the applicability and effect of investment in construction projects, but also to people's lives and property safety. With China's modernization cause of vigorous development, expanding the scale of construction, the annual investment in construction projects of more than 10 billion square meters, the event of engineering quality problems, will directly affect the public interest and public safety, therefore, the quality of construction projects become increasingly the focus of attention.

建筑工程是百年大计，建筑工程质量的优劣直接关系到建筑企业的生存和发展并有可能对国家、消费者的生命财产造成直接损失。为了加强建设工程质量的管理，保证工程质量，保护人民生命和财产安全，认证贯彻落实《建设工程质量管理条例》相关规定，建设单位、承建单位、监理单位、设计单位依法对建设工程质量负责，建设行政主管部门和其他有关部门应当加强对建设工程质量监督管理，严格执行基本建设程序，坚持先勘察、后设计、再施工的原则，并采用先进的科学技术和管理方法，提高建设工程质量。在工程實务中，工程质量安全监督要从现场实体质量拓展到工程建设参与各方质量行为，工程中的质量往往是由多个主体的违约行为共同引起的，应重点监督工程建设参与各方质量责任是否落实，把责任与法律、权益相结合，以《建设工程施工现场质量保证体系》为重点，强化政府监督，严格执法，在工程项目施工前制定合理的监督方案，对责任和义务、相关的程序和监督提出要求，以法律的形式进行明确
