摘要：伴随着社会经济的突飞猛进，人类的发展与自然资源之间的关系变得越来越重要。水利资源作为我国最主要的自然资源之一，如何有效地进行利用和防治，在社会经济与自然资源协调进行的可持续发展战略下，越来越受到人们的关注。水利工程作为最基础的社会设施，在新形势下的水资源利用和水利工程的现代化管理发挥着至关重要的作用，而且，有效地加强水库的调度管理，使水库作为最有力的水资源调控设施，可以在水利发电与水利灌溉方面获得较大的补偿效益，尤其是现阶段的引黄灌溉问题，更是重中之重。本文通过对现阶段工程建设的现代化管理有关问题进行探讨，进而论述如何加强水利工程建设的现代化管理，从而推动我国水利工程建设的整体发展。
