摘要：随着改革开放的深入以及国民经济的快速发展，尤其是在建设现代化城市和全面建设小康社会的背景下，各地政府纷纷加大了对市政工程的投入，市政工程呈现出了一派繁荣的景象。但由于建设和管理体制不健全、不完善，市场行为不规范，工程建设、勘察、设计、施工、监理等参建单位的素质和管理与城市建设对其的要求不相适应，导致市政基础设施工程质量不尽人意，笔者根据工作实践，谈谈怎样做好市政工程施工质量管理。

Abstract: with the deepening of reform and opening up and the rapid economic development, especially in the construction of modern city and the comprehensive construction well-off society's background, governments around the world have stepped up investment of the municipal construction, municipal engineering presented a booming. But because the construction and management of the system itself, not perfect, the market behavior is not standard, the engineering construction, the survey, design, construction, supervision and management of the quality of the construction units concerned with urban construction and its requirements does not adapt, lead to municipal infrastructure quality unsatisfactory, the author, based on the working practice, talk about how to do municipal engineering construction quality management.

一、施工质量因素控制

市政工程施工质量的因素以“人、材料、机械”三个因素影响最大。

施工人员控制

人，是直接参与施工的组织者、指挥者和操作者。人的因素是市政工程质量管理中的第一因素。在质量管理中，人的因素起决定性作用。所以，作好质量管理应以控制人的因素为基本出发点，施工现场人的控制对象包括施工项目管理者和操作者。……
