摘要:通过对城市建设经济行为的特性分析,指出城市建设的经济行为必须树立经营城市理念,只有将城市建设与经济运行规律结合起来,正确处理好经济效益与社会效益的关系、正确处理好城建投入与发展经济的关系、正确处理好经济效益与环境效益的关系,才能在城市建设中发挥最大经济效益,才能加快城市发展。这个城市系统才能融入本区域的自然环境和文化环境,实现和谐城市体系的构建,这个城市才能算得上是真正的繁华。

Abstract: Through the analysis of the characteristics of the economic behavior of urban construction, pointed out that the economic behavior of the urban construction must establish the concept of city management, urban construction and economic operation rules only combined, correctly handle the relationship between economic and social benefits, correctly handle the urban construction investment and the development of economic relations, correctly handle the relationship between economic and environmental benefits, in order to maximize economic benefits in urban construction, in order to speed up urban development. 随着社会的不断发展，建设风景秀丽、环境优美、经济发达、文化繁荣、社会安定、行居方便、市民文明的城市，是城市建设的重要任务。围绕这一定位,按照建设区域性现代化中心城市的总体思路和目标要求,集中力量加大投入加快新区建设和旧城改造,尽快改变城市建设落后面貌,把市区建设成为与美丽的自然风光相协调,具有完备的现代化城市功能、鲜明的山水特色和丰厚的文化内涵的现代化城市。基于这样的战略考虑,市委、市政府按照东扩西展、南伸北拓的城建发展思路,以极大的决心、勇气和气魄,动员和组织全市广大干部群众,调动各方面的积极性,以启动一批重点项目为先导,全面推进城市建设工程,取得了令人瞩目的显著成绩。但是随着十一五规划的实施,城市建设规模和建设速度将不断加大,城建资金不足的矛盾也将更加凸现,在城市建设中如何发挥经济效益,最大限度降低成本是城建经济的核心。……
