摘要：全球性大范围的环境问题严重威胁人类的生存和发展，不论是广大公众还是政府官员，也不论是发达国家还是发展中国家，都普遍对此表示不安。环境危机日益明显，于是人们寄希望于政府和市场。然而，政府和市场受到自身局限性影响，在维护环境利益时存在“失灵”现象。因此，环境保护公众参与被人们寄予了厚望。但是，我们应该看到，环境保护公众参与也有可能“失灵”。为了推动我国人与自然环境的和谐发展，我们应该促使环境保护公众参与的“显灵”。

Abstract： Wide range of global environmental problemswhichthreatening human survival and development. Whether the general public or government officials, both developed and developing countries also, are generally expressed unease. Environmental crisis has become increasingly evident, so people look to the Government and the market. However, the limitations of their own government and the market is being affected, interests in preserving the environment there is "failure" phenomenon. Therefore, public participation in environmental protection been high hopes. However, we should see, public participation in environmental protection may also be "failure." In order to promote China's human and natural environment of harmonious development, We should promote public participation in environmental protection, the "manifestation."

一、环境保护公众参与的主体

德国著名哲学家黑格尔曾言，任何一个概念都是整个理论的一个浓缩，概念的展开就是全部理论。一般而言“环境保护公众参与”之中“环境保护”的概念比较明确，但是对于“公众参与”应当如何理解存在较大的不确定性。因为其中包含了政治民主治理、经济民主管理、文化民主协调、社会民主参与等方面的内容。本文所指的“环境保护公众参与”是一种社会民主参与行为，其中“公众”指与政府、单位、公司和企业相对的其他社会成员和组织，主要包括公民个人和环境保护社会团体。随着社会的发展，人们逐渐认识到环境保护不仅需要发挥政府和企业这两个主体的作用，而且需要发挥公众促进环境和社会协调发展的重要作用。

公民个人可以通过在本职工作中加强与环境保护的联系促进环保进程，或利用业余时间，宣传环保，植树、领养动物植物、分拣垃圾，向有关部门举报环保非法事件、提出环保建议等形式参与环保活动。……
