摘要：随着全球气候环境日益恶劣，环境问题成为世界人民关注的焦点。近年来，打造低碳化的生存环境成为世界城市发展的目标，作为应对环境问题的重要举措，低碳理念具有非常重要的意义。本文介绍了低碳城市的概念，并结合当前我国城市发展的现状，针对低碳理念下的城市规划提出了一点建议。

Abstract: with the global climate environment is bad, environmental problems become the focus of attention of the world people. In recent years, make low carbon living environment as the world urban development goals, as the important measure to deal with environmental problems, low carbon idea has the extremely vital significance. This paper introduces the concept of low carbon cities, and combining the current situation of urban development, in view of the low carbon under the principle of the city planning puts forward some advice.

前言：

尽管近年来我国社会经济得到飞速发展，城市建设的步伐不断加快，然而，与此同时，我国城市中的诸多环境问题也逐渐凸显出来，如空气质量的急剧下降、水资源浪费、声噪污染还城市中固体垃圾的堆积严重等，这种以城市环境为代价的建设模式渐渐受到社会各界的质疑，人们越来越强烈的意识到环境保护的重要性。低碳城市的概念是2003年由英国政府首次提出的，2010年在我国的两会上，“低碳”作为一个时髦的关键词成为我国城市建设的重要战略方针。随着城市人口大量增加及人们生活水平的提高，人均用能需求急剧增加，构建低碳城市是日益枯竭的能源供给与环境恶化驱动下的必然趋势。在城市规划过程中，要大力倡导“低能耗、低污染、低排放”的低碳理念，充分利用城市空间，减少空间浪费，推动我国城市的可持续发展。

一、低碳城市的概念

低碳城市是以城市空间为载体，发展低碳经济，创新低碳技术，绿色建筑、交通，转变居民的消费观念生活方式，在保证生活质量不断提高的前提下，达到减低碳排放量同时保持经济增长。……
