摘要：水利建设监理工作指的是水利水电工程建设中有关活动的监督和管理等工作，它不同于一般的监督管理工作，它是一个严密的制度构建的具有显著特征的综合管理行为，是在国际咨询工程师联合颁布的FIDIC条款的基础上形成的由建设单位、监理单位和承包商三方相互制约的管理模式。其中最重要也最主要的就是测量监理工作，测量监理工作是由监理工程师及其助手一起完成的。

一、 学科的定义及研究应用领域

水利水电工程建设测量是研究水、陆、空的实体几何及抽象几何的测量描绘和测设得到实现的一套理论方法和技术的一门学科，其主要研究对象是建筑工程、机器及设备仪器等。测绘学是一门历史悠久的学科，该学科无论怎样变化，其根本性质是不可能改变的，它的二级学科包括：大地测量学、工程测量学、航空摄影测量学及遥感学、地图绘制学、不动产地籍及整理等。

目前国内将工程建设的相关测量工程分为三个阶段，即施工建设、勘测设计和运行管理这三个阶段，如果按行业划分则分为水利工程测量、建筑工程测量、线路工程测量及桥隧工程测量等多方面。由于工程测量发展迅速，因此书写就变得很困难，就目前的形势看国内还没有有关工程测量技术、理论等方面的权威教材或论著。
