摘要：坚持把农村公路建设作为促进城乡协调发展、服从服务于“三农”大局、改善农牧民出行、支持社会主义新农村建设的重要任务。在农村公路建设实践中，我们坚持“分类指导，因地制宜、重点突破、全面推进”的“十六字方针”，全面推进农村公路建设。而建设施工阶段是项目的具体实施阶段，是控制工程进度、质量和造价的重点环节，为加强农村公路建设项目的优化管理，必须建立并完善农村公路建设施工阶段的控制体系。

一、施工阶段的质量控制

工程质量优劣直接关系着公路运营寿命，是甘肃省农村公路建设项目管理的重中之重。因此作为项目建设管理人员要更加重视对施工阶段的质量控制，做到全天候、全过程的跟踪监管。做到事前控制、事中控制和事后控制。

（一）施工准备阶段质量控制

施工准备阶段的质量控制是指在项目建设法人与承包商、与监理单位、与设计单位签订施工合同后，正式施工前对建设工程进行的质量控制，属于事前控制。这个阶段设计单位给项目办送审图纸，由项目办组织图纸会审、技术交底的工作，并应做好会审一记录。主要做如下工作:1.建立健全施工准备质量责任制度。2.解决图纸会审及技术交底中出现的问题。3.审核施工单位的施工组织设计。这个环节对施组有两个方面的要求:一是制定有序的施工进度和合理的施工方案。……
