摘要：随着中国经济的快速发展，公路桥梁工程技术也在不断发展，新结构、新材料、新工艺别广泛应用，作为指导施工设计的图纸也越来越多，增加了工程造价计算的难度，在编制语段之前必须认真熟悉设计图纸和进行现场调查。图纸和工程说明书确定了工程数量和施工方法。有些工程量，如混凝土标号、砌石规格、施工要求等，是隐含在图纸中的。熟悉设计图纸，是正确计取工程量的基础。现场调查，包括自然条件、技术经济的合理性。这两项工作是工程预决算的重要环节和必要手段。

Abstract: With China's rapid economic development, road and bridge engineering technology development are also constantly, new structure, new materials, new technology not widely used, as a guide to the construction design drawings are also more and more, increased the difficulty of project cost calculation, in the preparation of discourse before must seriously familiar with the design drawings and site investigation. Drawings and specifications was determined the engineering quantity and construction method. Some projects, such as grade of concrete, masonry, construction requirements and specifications, is implied in the drawings. Familiar with design drawings, is the correct plan project based on the amount of. Site investigation is including natural conditions, economic rationality. The two works is the important link of engineering budget and final accounts and the necessary means.

工程预算编制的一般步骤和工作内容可概括为：拟定工作方案，确定编制原则；熟悉掌握计价定额的内容和使用范围，工程量计算规则和计算方法，应取费用项目和标准；在熟悉施工图表资料和文字说明、结合现场调查、做好核对工程量的基础上，正确提取工程量；了解施工方案和施工计划中的内容，确定先进合理、安全可靠的施工方法；进行工程造价和各种价格、费用的分析和累计计算，复核及审核，最后编写说明、成稿装订。
