摘 要： 完善人民代表大会制度，是我国政治体制改革的重要组成部分。完善人民代表大会制度的举措包括完善人大选举制度，精简人大代表人数、提高人大代表素质，逐步实行人大代表专职化，建立人大会议辩论制度，健全对人大代表的监督机制，完善人大监督制度、理顺人大与党，“一府两院”的关系以及密切人大与人民群众的关系八个方面。

Eight Recommendations to Improve the Peoples Congress System

Abstract： Perfecting the Peoples Congress system is an important part of political reform in China. This paper attempts to probe into from improving the system of Peoples Congress election， streamlining the numbers of Peoples Congress deputies， and improving the quality of peoples deputies， progressively introducing the full-time deputies， establishing the system of Peoples Congress debates， improving the Peoples Congress supervision mechanism， perfecting supervisory system of Peoples Congress， Straightening out the relations between Peoples Congress and the party， and“one government and two courts”， and closing the relations between the Peoples Congress and the people， and so on.

人民代表大會制度是我们国家的根本政治制度，是人民当家作主的基本组织形式。改革开放30多年来，我国在改革和完善人民代表大会制度方面，已经取得了重大成就。但是，这一制度仍有许多不足之处。尤其是随着社会主义市场经济体制的逐步建立和完善，我国的政治体制改革已显得越来越迫切。作为国家政体的人民代表大会制度的改革和完善，也势在必行。笔者试图围绕着改革与完善人民代表大会制度进行探讨。

一、完善人大选举制度

民主选举是我国人民代表大会制度的组织基础。目前，我国人大选举中还存在着一些需要进一步完善的地方。比如，直接选举范围小；人大代表联名提名候选人无法真正实行；选举不够规范，只是走走过场；选举的民主程度还不高等。完善人大选举制度的主要举措有：

1. 要逐步扩大直接选举的范围，实行公正、平等、直接投票选举。现在我国人大代表的直接选举还只限于县乡两级，难以满足广大人民群众政治参与意识快速增长的需求。……
