摘要：科学技术的迅猛发展使新闻传播手段发生了很大变化，随着信息的公开化并与国际接轨，新闻从业人员正面临着许多新的挑战。新闻发言人作为党和政府的喉舌，担负着向国内外全面发布党和国家的大政方针以及与百姓生活息息相关的各种信息的重任，对个人综合素质要求极高。政治素质作为新闻发言人的综合能力的一种，是一项必须具备的基本素质。只有具备了较高的政治素质，他们才有可能成为合格发言人。本文主要从新闻发言人的政治素质的重要意义、内容和培养方法等几个方面入手进行了一些理论上的探讨。

On the Chinese Spokespersons Political Diathesis

Abstract:The development of the science technology causes the communication tools of journalism to be changed greatly.Those who are engaged in journalism are facing a lot of new challenges with the information being into the open and relating to the whole world. Spokesperson,the propagandists, who are burdening with releasing the policy of the Party and a variety of the information relating to the populace are required to have comprehensive diathesises. The political diathesis, which is regarded as one of thespokespersons comprehensive capabilities, is the most fundemental factor to every spokesperson. Only if he is provided with it can he be an excellent spokesperson. In this essay, the significance, content and way of the training of the spokespersons political diathesis are mainly probed into theoretically.

关于新闻发言人，有学者把它定义为：“国家、政党、社会团体任命或指定的专职（比较小的部门为兼职）新闻发布人员，其职位一般是该部门中层以上的负责人。新闻发言人的职责是在一定时间内就某一重大事件或时局的问题，举行新闻发布会，或约见个别记者，发布有关新闻或阐述本部门的观点立场，并代表有关部门回答记者的提问。”[1]新闻发言人作为党和政府的喉舌，担负着向国内外全面发布党和国家的大政方针以及发布与百姓生活息息相关的各种信息的重任，对个人综合素质要求极高。在诸种素质中，政治素质的培养是非常重要的，为了更好地做好这项工作，新闻发言人的政治素质理应受到公众的关注。本文拟对我国新闻发言人的政治素质作理论上的探讨。……
