税费改革前后村级组织职能的转变
——兼论国家与农村社会的关系

农村税费改革前，国家与农村社会的关系总体上呈现出一种对立和分离的态势。村级组织由政府赋予大量的行政职能和相应的行政权威，在很大的程度上保持了行政化的状态。以取消农业税为转折点，政府在农村地区的政策指向和目标要求发生了变化，村级组织的职能也由协助政府汲取资源和管制向为农户提供服务转变。但是，由于农村公共产品供给的政府单向输入性，国家与农村社会的平等合作关系并未形成，“强国家—弱农村社会”的格局没有根本变化。

Abstract:The relationship between the state and the rural society is opposite and separated before the rural tax reform.The village-level organizations are given relevant administrative functions and the administrative decision, which makes the organizations administration. The analysis shows that governments changed the objective requirements and policy in rural areas after the abolition of agricultural tax, and consequently the function of the village-level organizations transferred to the service-giving from the resource-gaining. However, due to the one-way government input in the supply of public goods in rural areas, an equal partnership did not form between the state and the rural society, and the setup of“strong nation, weak rural society” has not basically changed.

税费改革前后的时期划分有其现实的实质意义。在这两个时期中，国家对农村地区的政策指向和目标要求发生了剧烈的变化，显示出国家与农村社会关系的新变化。村级组织，主要是村党支部和村委会，作为政府职能与权威在农村的延伸，在税费改革前后，其职能和权威的转变，既清晰地显示了国家政策和目标的变化，也从微观层面上反映着国家和农村社会关系的相应变化。
