桥架双城 携手谋发展

有这样两座城，一个是澳大利亚的第三大城市，一个是中国最年轻的直辖市；一个被誉为澳大利亚的北方门户，一个为中国西部大开发的中心城市；一个正在打造澳大利亚的新兴国际都市，一个为成为长江上游经济中心正阔步前行。

这两座城就是布里斯本和重庆。

2005年，布里斯本和重庆在“2005亚太城市市长峰会”（APCS)期间“牵手”，结为“姐妹”城市。今年年初，重庆市副市长谭栖伟率团到布里斯本“走亲戚”，并续签了友好城市协议，两城间的友谊进一步延续和加深。10月14日，带着推广布里斯本的目的，布里斯本副市长格雷姆·库尔克（C r. Graham Quirk)率团回访重庆，并举行推介会向重庆介绍布里斯本。

在推介会上，重庆市外侨办副主任张海清表示，自重庆与布里斯本结为友好城市5年来，双方的经济文化合作日益密切，取得了丰硕的成果。比如，便民信息服务亭和BRT快速公交项目等就是重庆和布里斯本紧密合作的结晶。同时，致力于打造内陆开放城市的重庆，欢迎更多的布里斯本客人来渝投资，重庆也积极支持本土企业走出去，到布里斯本投资，并鼓励更多的市民到布里斯本旅游观光。

库尔克表示，重庆和布里斯本各有所长，双方应更加深入地相互学习、相互借鉴，丰富合作内涵，此次推介的“生活大使”项目必将架起一座友谊的桥梁，桥的两头就是布里斯本和重庆。

——专访布里斯本副市长格雷姆·库尔克

布里斯本经济发展机构——布里斯本推广局日前获澳大利亚政府颁发的旅游发展计划（TQUAL）资金五十万澳币，用以吸引更多中国大陆的留学生、休闲旅游者和商务会展活动选择到布里斯本地区作为留学、商旅活动之地。

布里斯本“生活大使”这一可持续旅游计划，旨在与中国留学生、休闲及商务游客建立长期友好关系，并通过他们宣传推广布里斯本，其主要目标是促进澳大利亚全国旅游行业的长足发展。

“五个重庆”建设印象深刻

作为“生活大使”旅游发展计划的一部分，布里斯本副市长格雷姆·库尔克访问了中国姐妹城市重庆，对姐妹城市的建设和发展进行了坦诚友好的交流；还共同举办招待会，与当地商务、留学以及旅游行业代表、媒体及合作伙伴共同展望布里斯本发展的前景。库尔克副市长此次重庆之行的主要任务在于推销布里斯本的旅游和留学项目，寻找布里斯本“生活大使”，进一步加强布里斯本和重庆的交流，让重庆更加了解布里斯本在教育、休闲、商务旅游等方面的丰富资源。

虽然是第五次来到重庆，但快速的城市发展仍然让库尔克副市长对重庆充满新鲜感，他感叹重庆的变化，一坐下来就开始谈起五个重庆的建设，表示对此印象非常深刻。

重庆与布里斯本成为友好城市以来，双方间的合作也取得了丰硕的成果，库尔克副市长也表示以后将会在城市发展建设和交通建设上有更多的合作机会。“两江新区的成立的确很让人激动，这对重庆来说是一个很好的机会，也加强了重庆与其他城市和国际友好城市的联系与合作。澳大利亚会有很多相关机构希望来到重庆，参与城市发展和两江新区的开发建设。”

“在布里斯本留学的学生，都会成为这座城市的朋友”

此次中国之行，库尔克副市长正是扮演着一个“大使”的角色来推广布里斯本的留学、商务以及旅游。现在去布里斯本的中国游客数量一直呈增长趋势，中国成为布里斯本增长最快的旅游市场，对此，库尔克副市长也无比兴奋和自豪。他告诉我们，布里斯本是一个非常安全的城市，在澳大利亚所有省会城市中，它的犯罪率是最低的。这里还有宜人的气候，有在中国游客眼中澳大利亚的代表——黄金海岸、阳光沙滩，游客们可以有很多亲近自然和澳洲动物亲密接触的机会，包括在天阁露玛海豚岛喂野生海豚、在龙柏树熊保护区拥抱考拉等。“布里斯本拥有全澳洲第二繁忙的国际机场，它不仅是一个沟通世界的门户，也是一个迷人的休闲及商务旅游目的地。”

作为重庆的友好城市，布里斯本一直是广受中国学生欢迎的留学目的地。布里斯本是一个拥有300万人口的城市，这里有52000名来自各个国家的留学生，其中中国留学生就有15000名左右，这其中也有不少重庆的学生。“我们保证在布里斯本的中对这座城市有美好的感情。在布里斯本留学的学生，最后都会成为这座城市的朋友”。库尔克副市长很认真的说。

布里斯本国际教育机构的课程设置符合实际就业需求，并配合充足的实践机会，为中国学生提供高质量的毕业成果。学生在布里斯本留学期间，不仅可以充分了解澳洲文化，也能与来自世界各地的朋友分享中国文化，广交好友。库尔克副市长告诉我们，中国留学生在布里斯本生活很充实，他们留学期间会有很多社会实践，毕业以后在很多领域都有很好的就业机会，如医药、会计、律师、IT业等，不过这也要看他们的申请条件，有的学生在留学期间就申请了永久居留，有些会在当地工作，还有的学生会选择回国发展。

“生活大使”成为两地交流的桥梁

在谈到此次来访的重点，“生活大使”推广计划时，库尔克副市长也显得格外激动，他表示，“生活大使”计划将包括3个部分，一个是留学生大使，“我们在布里斯本已经挑选出了7个中国留学生作为留学大使，他们都是在布里斯本留学的优秀留学生代表。此外还有休闲旅游大使和商务旅游大使，这两类我们会在我们的友好城市重庆和深圳进行评选。”凡是在布里斯本留学、旅游或从事商务贸易的人士，都可以申请做“生活大使”，获“生活大使”称号的幸运者，将有机会免费游澳洲。

库尔克副市长兴致勃勃地说：“我们选出的‘生活大使’一定要能够代表布里斯本，他们来自中国，在布里斯本有直接的特别的经历，无论是商务还是旅游，他们会把这座城市的美好信息传递出去，带给更多的中国朋友。”“生活大使”计划的开展正是因为看重中国旅游及留学生市场的潜力，鼓励每个到访者与亲朋好友分享他们的布里斯本历程。

格雷姆·库尔克副市长本次来中国的另一个目的是宣传2011年7月份将在布里斯本举行的“亚太城市峰会”。亚太城市峰会和友好城市的紧密联系将在“生活大使”计划中被合理利用，反过来也将进一步加强推动峰会及友好城市间的关系。布里斯本将带给中国客人无穷的惊喜，它不仅是澳大利亚发展最快的地区之一，大力支持商业发展的政府和稳定可持续的经济形态更形成了布里斯本亲商的环境。

“这会是一个绝好的商务合作机会，峰会的开展会有很多很好的重庆商务团队来到布里斯本，一起探讨在新的商务领域上的潜在的商机，而我们评选出来的商务大使也会在这个时候很好的发挥他们的作用，促成两地优秀公司的合作。”
