Re—upgrading of the“Zero Discarding of Old Clothes”industry chain action

On March 19th, the Environmental Protection and Resource Conservation Promotion Committee of China National Textile and Apparel Council, jointly with the Green Finance Committee of Shanghai Lujiazui Financial City Council and the World Wide Fund for Nature (WWF), introduced the upgraded version of the “ Zero Discarding of Old Clothes” industrial chain action into Shanghai, and jointly built the pilot project of the public service platform based on “Internet plus”for the intellectualized utilization of waste textiles. In the same period, Lujiazui Financial City Cloth Link in Buildings Initiative started the pilot project in Shanghai, supporting Shanghai to deepen the “garbage classification is the new fashion” from the perspective of industrialization and value chain.

Experts from Pudong New Area Government, Shanghai Landscaping & City Appearance Administrative Bureau, Fudan University, Shanghai Center for Energy-saving & Emission -Reduction, etc., experts in Green Finance, China National Textile and Apparel Council industry chain and big data platform, IKEA, PVH and Shanghai Donglong, representatives of pilot enterprises, participated in the pilot project seminar.

Sun Huaibin, vice president of China National Textile and Apparel Council, said that Chinas textile industry has completed industrial system and industrial chain. If the old clothes can be recycled as industrial raw materials through classification, recy- cling and industrial sorting, it will reduce the import of a large number of natural and chemical fiber raw materials, while reducing the waste of resources. However, at present, the reuse rate of waste textiles in China is less than 10%. There are serious risks of product safety and environmental pollution.

Sun Huaibin said that China National Textile and Apparel Council launched the “Zero Discarding of Old Clothes” aim to open up the fashion industry chain and build an eco-industrial system, in order to promote the reuse and harmless disposal of waste resources in the fashion textile industry and reduce the environmental impact of the textile industry. With the deepening of action, the requirement of big data center as the hard core of waste spinning retrospective system from recycling to reuse has become clear and the conditions have begun to mature. In December 2018, the special action of high value-added eiderdown waste textiles was launched, which combines brand and professional producers of eiderdown products regeneration to improve the recycling industry chain and promote green procurement and sustainable closed-loop. The seminar was supported by the Green Finance Committee of Shanghai Lujiazui Financial City Council. It provided suggestions for the construction of the special intelligent recycling box in the action of sustainable urban development and the big data center of industrial chain, explored the regional pilot and demonstration of establishing the consumption and recycling - reproduction - traceability system, developed the green industry scheme relying on urban buildings, and the integration of the Yangtze River Delta. The scheme of high value and resource recycling of waste textiles by regional collaboration.

Tang Jiafu, deputy director of Shanghai Landscaping & City Appearance Administrative Bureau, introduced the achievements and changes of garbage classification in Shanghai at the seminar. He said that garbage classification is a systematic project and a revolutionary green transformation. At present, Shanghai municipal solid waste incineration accounts for about 36%, landfill treatment accounts for about 50%, and recycling ratio of municipal solid waste is less than 10%. There is almost no recycling of waste textiles mixed with municipal solid waste. To promote garbage classification in Shanghai is to mobilize all citizens to participate in classified delivery, speed up the construction of a “two-network integration” system for garbage classification, collection and transportation and recycling of renewable resources, and gradually promote “If not classified, no transportation”. We plan to build 17,000 designated areas. At present, more than 9,700 have been completed, which makes the traceability mechanism possible. He said that we should fully mobilize the enthusiasm of market participants, promote the formation of a complete recycling chain, and vigorously develop circular economy. As a benchmark of Shanghai, Lujiazui Financial City took the lead in introducing industrial big data platform as a pilot project, promoting intelligent recycling boxes and white-collar actions in building clusters, encouraging social capital, especially green capital, to participate in the Cloth Link in Buildings Initiative, and improving the efficiency and level of urban resource utilization.

With the witness of Zhang Yuxiang, director of Lujiazui Administration Bureau of Shanghai Pilot Free Trade Zone Management Committee, Pudong New Area Government and Isling, Mayor of London Finance City, the key part of the pilot project of a big data platform in Shanghai, Lujiazui Financial City Cloth Link in Buildings Initiative was officially launched.

After the meeting, the Environmental Protection and Resource Conservation Promotion Committee of China National Textile and Apparel Council and Lujiazui Green Finance Committee jointly launched a pilot action initiative to build a public service platform (big data center) for the comprehensive utilization of waste textile resources, calling on cities and industries to effectively coordinate, comprehensively deepen the work of waste classification and recycling, adhere to source reduction, whole-process classification, end - to - end harmless disposal and resource utilization, and the activity need joint efforts from all society and everyone, let waste classification become a new fashion, better promote the highquality development of cities, especially in Lujiazui area, and create high-quality life.
