Qinzhou Port: Giving Priority to Ecological Development of Sea Economy

Taking the green development idea of promoting the harmonious development of ecology and industry proposed by Qinzhou, Guangxi, China as an example, Qinzhou Port is the core port of Qinzhou and the hub port of Beibu Gulf Economic Zone. At present, six major industrial systems such as petrochemical, energy, paper making, equipment manufacturing, grain and oil processing and modern logistics have been basically built in Qinzhou port zone. As it is fully serving the construction of a grand port, industry revitalization and linkage of port and city, Qinzhou Port has also improved the threshold of environmental protection, introduced new technology enterprises, closed down the backward production facilities, and controlled the use of coastal lines at the same time. Moreover, Qinzhou Port has taken steps to enhance the supervision of marine environment and the protection of marine resources and environment as well as to promote the ecological development of sea economy.

Environmental upgrading: The only way for enterprise to enter Qinzhou Port

“The cost of disposing 1 cubic meter of waste water is RMB 7 yuan,” holding the water sample which meets the discharging standards after disposing, a leader of Qinzhou Sembcorp Water Co., Ltd. told the reporter of China-ASEAN Panorama. He explained that the clean water benefited from one-stop sewage integrated treatment service and advanced sewage treatment equipment advocated by the company. Divided into A, B two parts, the treatment scale of the first phase of sewage treatment plant is 30,000 tons per day. The scale of part A which first puts into effect is 15,000 tons per day with the process of “Anaerobic + aerobic + biological fluidized bed”. Part B reserves for the near future with the same design scale and processing technology as part A.

It is reported that the sewage disposed by this company which specializes in sewage treatment includes domestic sewage and industrial sewage. After disposing and meeting the standard, the effluent can be discharged into the sea. As the company has 10 years of experience in operation of sewage treatment plant set up in Singapore, the advanced sewage treatment technology and management mode of Singapore can be applied in Qinzhou, thus all the sewage from enterprises in the industrial park can be discharged directly without pretreatment, which greatly improves the production efficiency of the enterprises.

SDIC Qinzhou Power Station is a large thermal power enterprise located in Qinzhou Port. According to the leader, the second phase extension project of the plant is installed with two sets of 1,000 MW ultra-supercritical condensing coal-fired generating unit, configuring two sets of 2,954 tons per hour ultra-supercritical coal-fired boiler with high efficiency electrostatic precipitator, simultaneous implementation of wet flue gas desulfurization and denitration system, high chimney emission and other measures to ensure that emissions indicators of various pollutants conform to and surpass relevant national standard.

Su Yingquan, Secretary of Labor Committee of Qinzhou Port, said: “Developing economy and protecting ecosystem are of great significance. The enterprises settled in Qinzhou Port will be informed by the government to improve the environmental protection grade, so as to protect the ecological environment.”

Dynamic monitoring: Multi-pronged approaches to reduce pollution

Here is the self-discipline environmental action taken by Qinzhou Port enterprises. In addition, a nascent sea area dynamic monitoring management system has already spread out — Marine Department of Qinzhou Port launched a comprehensive construction project of sea area dynamic supervision at city level and node at county level. Debug room and network installation have been completed; all kinds of monitoring equipments are in place and video conference room can be put into use. All these efforts have been accelerating to ensure the connectivity of nation, province, city and county four operation systems and the upper and lower linkage of monitoring data.

Qin Zhong, director of the Qinzhou Port Management Committee, said: “To reduce pollution of Qinzhou Port fundamentally, we should adhere to the principle of ‘making balanced arrangement of sea and land and takeing into account the integration of river and sea, strengthen the control of the source of pollution from coastal outlet into the river, from the entrance to the upstream of the basin and establish a joint cooperation mechanism of various departments to formulate emission reduction indicator in the marine field. In addition, a linkage mechanism of total control and supervision should also be established to monitor the distribution and emissions of major pollution sources, and fundamentally curb the impact of various sources of pollution on the environment of Qinzhou Port. At the same time, early detection and early warning should be made for marine disasters.”

In recent years, Qinzhou Port has continuously deepened the special research on the comprehensive evaluation method of the marine environment by optimizing marine monitoring elements, stations and frequencies, and improving the evaluation index system according to the typical ecosystem of Qinzhou Port, the environmental capacity of the key sea area and the total amount of pollutants entering the sea. In view of the increasing risk of oil spill in the sea, the classification standard of the sea oil spill sensitive zone has been established, and the oil spill risk zoning in Qinzhou Port has been preliminarily completed. At the same time, Qinzhou has initiated special law enforcement, jointly renovated the sea area with the marine department, pushed forward the rectification of reclamation problems, and ensured the smooth construction of major projects such as CSSC and Container CFS.

Blue water and clear sky: The eternal pursuit of sea economy

Released in September 2017, Qinzhou 2016 Marine Environment Bulletin pointed out that marine environment of Qinzhou is continuing to be stable, clean and less clean sea area accounts for about 87%, increasing by nearly 20% compared to 2015, the pollution status of the rivers into the sea, and water quality of Maoweihai National Ocean Park have been improved, and the environmental quality grade of mariculture zone is better.

According to the requirements of Sustainable Development of Guangxi Marine Economy in 13th Five-Year Plan, Qinzhou focuses on the development of petrochemical, marine engineering, equipment manufacturing and other modern port industry to create sea economy. With the completion of the 300,000 ton main channel of Qinzhou Port and the construction of the 300,000 ton oil terminal, Qinzhou Port has entered the ranks of the grand port with throughput capacity of over 100 million tons, and the port industry has been developing rapidly which leads to the increase of discourse power in “Sea Economy” and “Development” and “Protection” are also placed at the end of the “Sea economy” scale. Thus, the protection of the ecological environment in Qinzhou Port is not only related to the future economic development of Qinzhou, but also to the success of the whole Beibu Gulf economy. Promoting the transformation of the marine development mode to the circular utilization mode and comprehensively improving the sustainable development of the marine economy are of great significance.

Due to the highly logical agreement between ecological construction and economic development, there is a benign interaction between regional ecological construction and economic development. Only if we have a good ecological port environment can we build Qinzhou Port into a sustainable ecological economic port and truly realize the sustained and healthy development of Qinzhou Bay economic society. On the contrary, thanks to the green interaction of all walks of life, the ecological environment of the port zone can be solved thoroughly.
