农学家。浙江义乌人。1925年毕业于东南大学。1933年获美国康奈尔大学博士学位。南京农学院教授，中国农业科学院棉花研究所研究员、所长。对亚洲棉的形态、分类和遗传，以及亚洲棉与美洲棉杂种的遗传学及细胞学，均有深入的研究；与30年代～40年代主持全国棉花品种区域试验及云南木棉的调查研究等；提倡在黄河流域棉区种植斯字棉，在长江流域棉区种植德字棉，对提高中国棉花的产量和品质起到了积极的作用。最早在中国从事植棉区划及棉工业区域的系统研究，提出中国划分五大棉区的意见，至今仍为科技界所沿用。

1955年被选聘为中国科学院院士（学部委员）。

Agronomist. Born in Yiwu, Zhejing Province. Graduaed from Southeast University in 1925. Received Ph.D. from Cornell University,USA in 1933. Professor, Central University, Nanjing University and Nanjing Agricultural College, and research professor and director,Cotton Research Institute, Chinese Acacemy of Agricultural Sciences.

Feng made a thorough investigation on the morphology,classification and inheritance of Asiatic cotton as well as genetic and cytological study of inter species hybrids of Asiatic and American cottons. In the 1930s and 1940s, he directed the national cotton variety regional test and the investigation on perennial Egyptian cotton in Yunnan Province. Based on experimental results, he proposed the propagtion and extension of good varieties “Stoneville 4”and“Delfos 531” in the Yellow River valley and Yangtze River valley cotton producing regions, respectively, which played a conspicuous role in the improvement of cotton yield and ifber quality. He initiated systematic studies on cotton producing regions and the distribution of textile mills and suggested the division and distribution of 5 cotton producing regions in China, which is still used today by scientists and technologists in China.

He became Member of the Chinese Academy of Sciences in 1955.
